Homeowner Repair Program

About the Program

The East Tulsa Home Repair Program provides home repairs for owner-occupied households in the Cooper neighborhood. Repairs address critical health, safety, and habitability issues, such as roofing, plumbing, HVAC, electrical systems, lead paint or mold remediation, insulation, and accessibility modifications. Each household is eligible for a maximum of $10,000.

This program is financed in whole or in part by funds from the U.S. Department of Housing and Urban Development as administered by the City of Tulsa, and does not require repayment for qualified applicants. 

Eligibility

  • Low/Moderate Income households

  • Live in the Cooper neighborhood

  • Owner-occupied for at least five years 

  • Willing to commit to full participation in the program, including ongoing reporting and a First Right of Refusal

  • Other repairs may be eligible - please contact staff to discuss 

Process

  • After submitting the initial application, staff will review to identify eligibility.

  • After preliminary approval, staff will set up an in-person interview to go through the process and gather all required documentation to confirm eligibility.

  • Once approved, staff will support homeowner through the inspection and bidding process.

  • Once contractor is identified, homeowner will coordinate with contractor to get repair completed.

  • Staff will pay contractor directly - homeowner will not receive grant payment.

  • Once complete, staff will follow-up with homeowner for evaluation and any final documentation.

If you are a contractor interested in working with this program, please review the eligibility and fill out the contractor application!

  • General Liability Insurance - All contractors shall have general liability insurance that insures $500,000 for each occurrence and $1,000,000 aggregate

  • Workers Comp Insurance - All contractors shall carry workers compensation insurance in accordance with the laws of the State of Oklahoma, for all persons engaged in work at the site.

  • Vehicle Insurance: All contractors shall carry comprehensive automobile insurance in accordance with the laws of the State of Oklahoma and City of Tulsa.

  • Not De-Barred: Contractors cannot be “debarred” from bidding on government funded projects. Contractors can check if they are excluded or “debarred” from doing business with the federal government at SAM.gov.
